I think this objection can perhaps be solved by helping the organization create a better information diet to solve their existing information overload and workflow hangups. (for instance using delicious, RSS, and other Enterprise 2.0 tools)

I don't think businesses should necessarily be on more platforms than a company blog and Linked in (or Facebook) if they don't have the time. Also, company blogs don't have to fall on executives for execution, although certainly that is an ideal from a success and branding perspective.

I think the folks at Forrest Research, Chris Brogan, and Jeremiah Owayang all have suggestions on rolling out small scale social media solutions when top executives are resistant.

I think providing and identifying the leaders in your field (ie the 3 to 5) county governments that really get social media. The Ning community GovLoop might prove helpful. There is even a group for state/local government people. I'm sure asking that community for their suggestions and what constitutes an example of innovation (or best practice) in Local government 2.0...they can help you.

I might also try out getting solutions from Linked In answers (i would attempt to put your question in at least 2 categories). I think the former solution is superior, but I think the extra 5 minutes it takes to ask your question in Linked in Answers might also be helpful.
