How can Social Learning be taken to organizations?

Most organizations tend to believe that social networking tools eat into an employee's productive time. This is to some extent true.

It requires people with a genuine desire to learn to use networking tools effectively and as means of learning. Many do "waste" time.

How can the power of these tools be made known to all and organizations convinced about their efficacy?
